No thought of anything like 10 cents they are asking for approval to issue at "not less than 75% of the 15 day VWAP" which is about 2.8 cents at the moment
"The Equity Securities will be issued at an issue priceof not less than 75% of the volume weighted average price for the Company’s Equity Securities over the 15 Trading Days on which trades in the class were recorded immediately before:"
