As above the plant can be built and processing waste but they are not done until it hits certain metrics, its a biological process after all. It takes a few weeks for the bacteria to multiply, be considered self sustaining etc and get to the gas producing levels required to satisfy contractual requirements before it can be hand-balled over to whoever is providing O & M.
