In Australia it is against the code of tendering to sign a contract without having funding secured. Whilst this is Angola and the company would be bound by local laws, from a risk perspective, an ethical perspective, and credibility with industry perspective there is no way the company should execute a contract prior to finance being secured. Also signing a contract would expose the company to delay claims with any delay in finance and create conflict with the contractor at the start of the project . It is absurd to say the company should sign a contract without funding - you should stick to your usual down ramping and not make comments on issues you don't understand.
