Agreed this quarterly we will see positives...perhaps not enough to warrant a meaningful rally

You'd be surprised how slowly large multinationals can move even when the stakes and outcomes are so necessary. I've worked for a two very large global firms, and just when you thought nothing could be more important, they will err on the side of delaying or at least waiting. Remember, many of the large US customers (Banks for example) are having employees work from home till the beginning of fall (Sept). Inevitably things don't happen as quickly across Zoom as they do across a board room or conference room table.
