Usually a CR is announced and the shares get issued, and if exceeding the common annual 10-15%, have to be approved at an AGM or EGM. That way SH decide to participate, to accept or to say NO.

Now he asks for the ratification in advance. Surely someone shows interests to take a stake but why making a secret out of it. If the investor / partner is serious then they could get the deal done now. It would be a maybe at 2c, $16m, enough to last to the results announcements. Or if it is a partner taking a 50% stake and paying for all expenses for the next 2-3 years we all would bow down and worship Hopper.

But what he announced this week smells very, very fishy. Should he expect to raise at 5c or higher he could get it done today too, the data so far would even justify at 20c. What's the catch? His track record of raising at IMU, CHM and RAD over the past 2 years has been a painful journey for sh, his MIDAS-Touch turned into CRAP-Touch but he hasn't changed his way so far and Monday's announcement suggest it will be an even worse outcome.

I have no problem with a 50% stake, I have a problem with the Ts & Cs he previously at least announced but now even that has become a mystery. Who in the world can trust that type of CR?
