ASIC (from the dealings that I've had) are a bunch of toothless tigers indeed!
Even when I've presented them with evidence of breaches of the Corporations Act (well in my opinion!!) together with Case Law's relevant to the breaches, they just file it for intelligence purposes. So as you say, if the pile starts to build they dust off the previous reports and have a closer look.
To make matters more frustrating, they do not provide complainants with any feedback or notification whether they investigate it or not and if they do they do not provide any outcome.
