Excuse me if I am wrong because I only did a quick google, but I believe you are mixing 7.1 and 7.1A, and that 7.1 allows 15% and 7.1A allows a further 10% for small companies.
Regardless it is my experience that companies endeavour to reset these capacity with an EGM or the AGM pretty promptly, to ensure they can act quickly on need or opportunity. I would read absolutely nothing into it.
