One could argue they have done that, we had 5 on the go and deprioritised a couple and concentrated on best 3.
Then you have the time dilemma, spend 3, 4 5 years on one and abandon it to try number 2, rinse repeat and go on to 3 so I don't think there is a right or wrong on the path they took with multiple on the go vs 1 at a time.
