Once bitten twice shy. SPOV made a lot of money on Straits/AIS debt. A lot of the best Tritton ore went to paying SPOV. AIS/Straits barely survived that ordeal. A company can control it's debt level but it can't control the price of the commodities it is tied to. Best not to be in that position again.
There is also the way SOL likes to have their fingers on many pies. It is SOLs Modus Operandi. That is how they make the most value out of their deals. With that in mind, I doubt SOL would have agreed to a cash only buyout of RO. As a LT SOL shareholder I can assure you it does not need the cash.
