1. Do you mean the 'guarantee' worth +$1b more than the estimate, and also who guarantees the 'guarantee'? There are many examples people walking away from contracts.
2. 'Expertise' is the exact problem for NIC. Why NIC try to entre a looks-like very crowded business which it does not have the expertise or experience at all? Rio and FMG do not need a steel plant to make money.
3. Try to do a simple thing good first before the 'mix'. Again, without single expertise, NIC independently run the business, too risk
