Capital raise has already been done. This is a vote in retrospect. Right? So they can raise again at 10% without asking its shareholders in the future. They can only do this once within 12 months or from AGM to AGM. If the company goes beyond 10% it needs a vote, even in retrospect, For a) going over 10% and B) resetting and having the ability to gain the 10% once again.
The 10% is of the amount of shares on issue to be raised at a price (usually over 5/10 days of a VWAP, Value Weighted Average price).
Capital Raises are a necessary evil.
