The January meeting date was never going to happen as the company has to give at least 4 weeks notice which would've meant releasing a meeting announcement on the day of the original disposal announcement. As the deal was first inked on Dec 22, there's a chance to company may have had plans to drop an announcement prior to Christmas but may have run into an issue with the ASX, hence the January meeting timeline. They should've changed it to February before dropping the announcement on Jan 3.
They missed Feb but are planning a meeting in early March, no big deal. Also the 6 month rule to prove they have a project is also just the usual standard procedure. The company only has to outline a 2 yearly budget for Apurimac and they've met the conditions, provided they have the cash to carry out the planned work. It really is simple and straighforward.
