As the deal was first inked on Dec 22, there's a chance to company may have had plans to drop an announcement prior to Christmas but may have run into an issue with the ASX, hence the January meeting timeline. They should've changed it to February before dropping the announcement on Jan 3.

They missed Feb but are planning a meeting in early March, no big deal. Also the 6 month rule to prove they have a project is also just the usual standard procedure. The company only has to outline a 2 yearly budget for Apurimac and they've met the conditions, provided they have the cash to carry out the planned work.
It really is simple and straighforward.

I can't see anywhere listing rule 12.1 relates to simply preparing a 2 year budget and proving they have sufficient cash to carry out planned work. I suppose this is part of commenting on the nature of SRK's business activities to the ASX, as looks to be required under rule 12.
