I think you are seeing things through rose coloured glasses. Shenghe benefits through the project taking as long to get to market as suits its business plan. That business plan is extremely likely to consider a balance between the impacts of contributing equity and its own loan capacity, and the contra benefit of the steady state of supply to its processing operations from the existing global suppliers with whom it already has alliances and shareholdings.
Getting extra supply to market may not be deemed in its best interest. I can easily imagine circumstances where it would be advantageous to delay, especially considering that they will be required to facilitate building Tanzanian processing which will carry significant ongoing sovereign risk that they would not have control of (unlike their domestic Chinese processing).
By all means put reasonable constraints to a sunset clause, but at least have one.
