Agree with you on certain aspects but India is in a position to benefit from the 100 billion dollars available to developing countries to reduce carbon emissions.
And this is per year.
If they are pretenders Modi Government is conducting preparations to make full use of the funding when it becomes available.
China would be a developed country and in no need for funding.
Climate Change agreement should provide enough incentive to speed up progress in India.
