my first thoughts too ... but after reading the details the defined requirements for incentives are ok IMO ... althought I would favor a definition based on resource only .. eg. 1st tranche for 0.5M+ Oz, 2nd tranche for 1.M+ Oz, 3rd tranche for 2M+ resource ...
but sp will move with resource size too -)
