Having a mandate to comply with any regulatory framework is completely different to "we won't go live until there is a regulatory framework".
This has never been stated as an important milestone prior to launch, remember that Kryptos-X was initially due for launch in Jan/Feb 2018 and this was never contingent on regulation.
It's just another missed time line.
