If he were referencing the 2019 financial year, that number would only 3 or 4. Sounds like to me he is referencing the calendar year.
Given your analysis though and if correct i guess it could be open to intereptation.
Given there are only a few weeks left in the year, it would be fair to say many more is unlikely, but there could be a nice contract they are hoping to finalize before things start to wind down by weeks end.
Guess there is only one way to find out...
