No it does not mean that. They can do a consolidation any time they want, and when they do, the price of the options will be adjusted accordingly.
However, I doubt we'll see a consolidation any time soon. When management issue all these free/0.1 cent shares to themselves they can sell them for an almost guaranteed return of 50% (0.15 cents)! That in itself is a huge gravy train and would remove any desire to do a consolidation, e.g., if they did a 100:1 consolidation and the SP held at 10 cents they could sell at 10.5 cents at best, so only a 5% return. No, the current share price is management and friends' ticket to riches.
