Yes it means they have room to come back and raise at a higher price without having to seek shareholder approval again.
The 180,000,000 gives them plenty of room to go again in 12 months time, if you look at what Roth do, they will often do an initial raise then raise again at a substantially higher price.
Also if they get hugely oversubscribed they can take the money if they want to.
I would suggest it is to provide future flexibility, not so they can raise at a low price. Keep in mind Joel, Troy, Alistair and Sud hold a huge number of shares, so they are not going to shoot themselves in the foot with a low ball price here.
