There are ASX limits to capital raises without shareholder approval for a reason - but AQX keep circumventing this because shareholders keep approving these share issues.
If these aren't approved the company will have to continue to operate without any further dilution - and when it runs out of money, we can take the necessary action of changing management - but while we keep filling up the well, B & M will keep going back to it.
