That's beacuse 708's aren't approached - they know that when a TH is called for a CR you get your skates on and call your broker, find out who's handling the raise and see if there's room for you to participate. Sometimes the 708 clients already with the managing broker soak up the entire issue. The idea that the company knows which of its SH are 708's and which are not, and that they will tap these people on the shoulder to take part in the CR, shows a lack of understanding for how these things work.
