I dont believe that is correct.
A few other items in that 'blue' table (eg 12/13...) ALL have the same exclusion as stated in Item 11 - Placement of New Options:
Item 11: "(except a benefit solely by reason of being a holder of ordinary securities in the Company)"
Item 12: "(except a benefit solely by reason of being a holder of ordinary securities in the Company)"
It appears to be a typical 'statement ruling out people who have no shares but will gain benefit from the vote.
YOU are not excluded from voting if U SOLELY own shares and you will benefit from voting for the OB conversation.
