Surely SM can't be that inept to think shareholders will agree to the options, or think that this wont raise questions and turn up the heat on him or think it is even a good idea for him to propose given the current sp.

in classic SM fashion, i suspect he overpromised and underdelivered re the premium on the recent raise. The carrot of "share price will increase to raise value, announcements in the pipeline, we always deliver will be in the money etc..." has pissed of the "strategic investors." I suspect the stick has now come down on SM and these options are him trying to demonstrate to his in country contacts that the registry will just agree to whatever he says... i fear this may backfire but i also fear there will be some under the table deals or info given to those with large holdings for a yes vote.
