You are right. PR is very important. But what I have observed is that the stock was sold down to lower levels with every positive announcement. I also observed that BOTs were testing it by trying to mark it up between 2.9 to 2.4 cents but the sentiment was so much bearish that every time price was marked up it was sold down. After 2.4c I think Bots / manipulators have left it alone to follow it's own down trajectory.
