You're right that funding should have been completed much earlier. I always thought that funding would be straight forward given the very low capex relative to the project NPV as well as the high importance of the project to Angola’s food security and economy.
I'm starting to wonder if management thought the same, took that for granted and maybe didn't give financing as much attention as it needed from the start, perhaps assuming the first option would be good enough. Just a thought.
However, I'm sure that they are not taking completing financing for granted now and are now giving it maximum priority.
