I think it is real-estate strategy. If you go to Singapore, you'll know what I mean. In a nutshell... They've run out of land!
Johor which is a few hundred metres across a channel linked by a couple of bridges, AND where most of the fresh food and water in Malaysia comes from; is a giant city with plenty of land! So building a DC there in future or at least securing a parcel of industrial land there in the future with access to the island-city of Singapore would be strategic! Applications and servers that don't have Singapore Sovereignty Data/running/control requirements, can be put in that DC in Johor if needed.
