This financial engineering comes with an administration cost. It only adds “value” if investors believe they are richer for owning one $2 coin instead of forty 5c pieces. The market is generally more rational than this but perhaps that’s not true for micro-cap stocks. I can see pros and cons to trading with a 0.5c tick size.
