Upon further investigation, these shares were sold under a 10b5-1 :

Essentially what It means is that he applied to sell a predetermined amount of securities well before the date of the quaterly. So these were a planned sale set up outside of the blackout period, likely months ago.
Given the size of the planned sale one might presume he is buying a house, or some other larget ticket item of that nature.
You can also see another insider bought 27mil US worth of stock in November. So I'm not sure you can draw too many conclusions from this sale. Additonally all the other insider sales are part of auto sales, likely part of compensation plans for top execs.
