You are forgetting 'trumped up'.
Contractors are probably being squeezed in this environment and may be looking at ways to make up for lost revenue.
I am not saying that the POI has anything necessarily to do with the contract issue (except perhaps indirectly as per comment above), but I am saying the POI is making people come down unfairly on management.
