What plan? Can you please elaborate?

I'd love to see some background on the people on the 249D, Do you have any nuggets you have unearthered in the public domain you can share?
I see @blueskymine01 has mentioned CBD which had a 249d on it. I can't link any names in the CLA soup of names to it so maybe the only relevence is 249D. I briefly looked at the CBD story, not sure why blue thought it was interesting in the context of the CLA story? Is it is more than just a 249 notice?
