I think it's prudent to raise the money now. Could you imagine the dilution required if there was in fact another delay and they then tried a raise. Better to have it in the bag now rather than wait for a successful startup of the CDP. This is pioneering tech and who knows what could happen between now and (hopefully) eventual success.
