Not saying it's a bad thing but looking at the timing of the introduction of the resolution (could have tried for it at any time past few years) my thoughts are it's a drive to raise capital to fund exploration of the Surat and Bowen Basins. Of course all assumptions are based on a highly successful outcome for GB.
