"Without disclosure"... of what?
Is this a reference to the fact that they haven't given a fixed unit price for the new shares? I guess that's reasonable given that whatever number they give, the share price will drop below that value and dilute interest in the offer.
Or is there some other news in the wings? Good? Bad?
