Because they think it may well go lower than 1.6c, which indeed it may in the next two weeks. One of the problems with companies like VMS is that they make bold predictions such as 'first shipment in Q4' and then can't deliver on them. People buy into stocks based on certain timelines and then get disappointed, frustrated and fearful when they're missed. Management either lied or else underestimated the complexity of the task. I presume it was the latter, but either way, the natives are restless now and growing fearful of losing their money.
