Hard to say. The service providers already hold at least 20% of the company and could have sold any of the existing shares into the market, but that's not really the issue here.
If they were officers of the company they would have to declare their sales but as service providers they can do as they please.
The people who make the day to day decisions for the company are not employed by the company and as such do not have to declare their interests and do not have to act in the shareholders interests as their first duty is to their boss.
