The drug failing so badly makes the reason legitimate. Had it failed at the lower end of expectations this wouldnt be happening. We all understand drugs fail, but to perform WORSE THAN PLACEBO tells us something went terribly wrong, more wrong than anyone could have imagined. This leaves no sympathy for those in charge when correct process and professionalism appears the only explanation, ie. Human error has played a big or small role when it should have played none.
