I think you’ll find this is an annual notice given to the ASX that leaves the door open for them to buy back shares if they so choose in the next 12 months.
I’ve heard LIC managers (including Jason Beddow if my memory serves me correctly) speak about this before. It’s just a formality, rather than an active intention to but back shares.
If you look through their announcements from previous years, there are similar announcements in December.
