Gosh, all anyone needed to know is contained right there in the announcement; it just needed to be read (which would have taken less time to do than compile and type out a post asking about it).
As to the why this is happening, these are obviously shares that were issued subject to vesting conditions that haven't been met (due to a director resigning very recently is my guess).
