As noted by Mirabiledictu1, consolidations do happen, and for FBR to ever attract serious investors, they will more than likely be required to travel that well worn path. I understand the need for CR's when a company is undertaking as much R&D work as FBR, and of course staff still require payment prior to the company earning $$'s, and I can even understand the Pivac's looking to control the majority of SOI, in the event there was the possibility of a takeover, but I believe SH's would have greater faith if shares were actually purchased with cash pulled from Pivac pockets, rather than blatant greed that only amounts to massive dilution for those who are of the opinion this dream has the possibility of playing out, with upside potential for all who have contributed.
