Yes, there's a safety net for the fundamental value.
But why do you think that it's 100% certain that the SP corresponding to that minimum fundamental value will be achieved?
As for Dr T, IIRC Dr T has never said anything remotely like "it's 100% certain that the SP corresponding to the minimum fundamental value will be reached".
