Well pretty obviously the company began the process for approval at Atlas a year too late. I hope they have learned for the transitions in future sites . They seem to have altered plans for mining based on approval chain required, so some understanding.
It is not only government regulation, it is the company not planning... had plenty of time while B was being mined. So performance rights wise you would have to question.
