So the way this usually works is the shares will be issued as options which vest upon completion of the goals in the plan being met.
You are right that they likely have not met any of these goals yet. Don't worry they won't just be giving away shares. They simply have to list the shares so that the ASX is aware of the potential amount of SOI.
