No they are being issued to all staff except a couple of that are on the old 3 year scheme. We have moved from a long term incentive system of issuing options only once every three years, to one we we issue 1/3rd of the same number of options, but every 12 months. The aim is to try and average out the price of the options so that when you join is not so critical. Race is a bit unusual in that all staff and management are issued options on exactly the same basis.
This year we allowed staff to trade in part (or all) of their annual short term incentive cash payment into extra options if they wished. Quite a few staff took up the opportunity to take extra options rather than be paid in cash. I wouldn't read too much into this as after all they are only working at the company and so would know nothing about the prospects of RAC, or how undervalued RAC might be by the market.
