I guess I could quite simply say that a fund managers job is to make the fund members or shareholders money. If by being fully invested, they can see themselves LOSING money, then they are not doing the right thing by the shareholders. There will be some stocks that are worth hanging onto, but by the fact that they are 35% in cash, means that they are either accumulating dividends, or have sold out of underperforming shares or funds. I wouldn’t worry too much !
