I think it means they have no idea when the determination will be made nor what it will say.
I think at this stage they're unsighted on whether coverage will be continued, and when they will find out. It's a bit like purgatory, and you could read it as negative or positive depending on your perspective: more positive than a no, less positive than a yes - the wait continues.
