    I may be a bit stupid, but I'm a little confused as to the meaning of the following from PEB's announcement dated July 29, 2024:

    'Pacific Edge continues to expect Novitas to finalize the LCD, but the timeframe is unknown.'

    What does 'finalize' mean exactly, that PEB expects to regain Medicare funding or lose it?
