If the $6-8k/t cost didn't already include overheads I think this would be a very different announcement!
On an individual project level, the operating margin won't include all overheads, but it will include some portion of them. Whatever the company thinks is a fair allocation for this project. The idea being those overheads will be spread across many projects. At least this is my understanding. https://en.wikipedia.org/wiki/Operating_margin
