Have a look at NVX relationship with Emera and the micro grid projects they are developing. The intention of these projects (and indeed much of the DOE funding) is to ensure electric stability and a switch from large utilities to smaller more reliable and cost effective systems that are more sustainable through renewable means.
These companies are looking to exploit future realities not just the current context.
The DoE is trying to build that future and they need North American companies to do it.
