Perhaps surprisingly Spain is high on that list: they have suffered ICE plant closures and they consider auto manufacture essential to their economy so they are pumping Euros 1.5 billion into targeted industrys focused particularly on EV's. Governments can justify massive sweeteners for manufacturers to locate in their domain. TAx, power (electricity) , land can all be in the lolly bag. Ireland has been aided in this by the EU very effectively but more generally, not specifically the auto industry. No wonder they dont want to Brexit. Of course Britain, France and Germany would all like their giga factorys as well. This is all in later stages H/E and they need to cement their N American plants first. It has the advantage of co location, cheap power and a steady supply of raw materials. Feral
